RM3 million blown in 10 months: BN wants answers

GEORGE TOWN: Penang Barisan Nasional (BN) has said the Pakatan Rakyat state government lacked credibility, accountability and transparency in regard to the Wet World Wild (WWW) Adventure Park fiasco, a RM3 million business investment that collapsed within 10 months.

Its chairman Teng Chang Yeow also criticised the state government for making no attempt to clarify press reports, which disclosed WWW as a brainchild of Theme Park Concepts & Services Sdn Bhd (TPCS) in collaboration with the Penang Global Tourism (PGT) Board.

PGT was set up by the state government to promote tourism.
Teng pointed out that the DAP-helmed state government was well known for its super-efficient and high handed steps in rectifying news that was deemed incorrect or inaccurate.

“But neither the state government nor PGT made any attempts to deny or correct those reports,” he said leading one to believe the reports were correct.

He said the WWW collaboration was reaffirmed by Chief Minister Lim Guan Eng in his speech at the official opening of WWW last Christmas and that it was reportedly closed early this month after strong waves damaged park equipment.

Previously, Teng called on the state government to come clean and provide correct information on the extent of its collaboration. However Lim’s government had used PGT to deny the collaboration yesterday.

Saying PGT was a scapegoat, Teng added, “It is crystal clear that the state government rendered assistance and collaborated in WWW.

“Can we expect better and professional answers that reflect CAT principles of the state government?” asked Teng.

Previously Teng has also asked the state government to clarify on whether the owner of TPCS, which operated WWW and Only World Group, was the same person awarded the RM50 million Komtar rejuvenation project.

He said by avoiding his question so far, the state government had allowed a guessing game to be circulating in business and political circles.

IGP warns PPS to stop activities or face arrest

The Penang Voluntary Patrol Unit (PPS) has been told to stop operations or face the possibility of arrest.

"I advise members of the group to stop their activities. Failure to do so may result in arrest," said Tan Sri Khalid Abu Bakar.

The Inspector-General of Police also said that now that the group had been deemed illegal, the responsibility to ensure that it ceased operations fell on the police.

Khalid, although commending PPS volunteers' efforts to ensure public safety, said the group had deviated from its role as a community service provider.

"At least two police reports were lodged against PPS for unruly behaviour, including assaults on a reporter and a member of the public.

"They have also carried out traffic controls without heeding traffic laws and instructions from the police," he added.

Earlier, Penang MCA Youth chief Michael Lee Beng Seng had urged the Home Ministry to check on the groups' legality after a brawl occurred between PPS members and social activist Ong Eu Soon, 51, on Aug 17.

Following the incident, Khalid issued a statement saying that PPS is viewed as an illegal society under Section 41 of the Societies Act (1966) as it was not registered with the Registrar of Societies (RoS).

Penang Chief Minister Lim Guan Eng defended the PPS, saying that it was a legal state body.

Several online portals quoted Lim as saying that the PPS has been in operation for the past four years without any problems, until recently.

Meanwhile, Khalid and Attorney-General Tan Sri Abdul Gani Patail will be leaving for Amsterdam on Sunday to continue investigations into the downing of Malaysian Airlines (MAS) flight MH17 with their Australian and Dutch counterparts.

"We have yet to receive clearance from Ukrainian authorities to enter the crash site, which is controlled by separatists.

"The police, along with our Dutch and Australian counterparts, agreed not to enter the site until it is deemed safe," said Khalid.

Khalid spoke at the handover ceremony of power between former federal police Internal Security and Public Order director Comm Datuk Seri Salleh Mat Rasid and his successor Deputy Comm Datuk Ab Razak Ab Ghani.

Traffic at standstill for one minute of silence

GEORGE TOWN: Traffic from the mainland heading towards Penang Island came to a halt at the Penang Bridge toll plaza for the one minute of silence today in remembrance of victims of the MH17 tragedy.

The scene was the same at the Batu Maung toll plaza for traffic taking the Tuanku Abdul Halim Mu'adzam Shah Bridge heading to the island.

Penang Information Department director, Ishak Ahmad who was among hundreds who observed the minute of silence on the (first) Penang Bridge said all the motorists gave their cooperation in observing the gesture.

"Although there was a traffic crawl for about three kilometres towards the Penang Bridge as a result, no motorist honked.

"Thanks to the police for helping to control the traffic flow," he said.

At the ferry terminal here, hundreds of passengers of the Pulau Rimau Ferry and Pulau Undan Ferry heading in opposite directions between the mainland and island also observed one minute of silence.

Penang Port public relations officer, Khairol Ikram Salamat said the announcements on the one minute of silence were made simultaneously on all ferries operating today and which sounded their sirens before the passengers stood in silence and said their prayers according to their religious belief.

Ferry passengers who were in their vehicles were seen getting out to stand next to their vehicles for the minute of silence to show solidarity in remembering the MH17 crash victims.

Earlier, at the groundfloor lobby of Komtar which houses several state and federal government offices, about 400 people from all races had gathered for the minute of silence.

Among them were Chief Minister Lim Guan Eng, family members of MH17 crash victims and members of the Buddhist Tzu Chi Merit Society, Penang, a non-profit organisation. --

The scene was heart-wrenching when the family members and relatives of MH17 crash victims Tan Siew Poh, 85, her daughter Jenny Loh Yan Hwa, 55, and Loh's husband, Hong Kong-born Fan Shun Po, 60, wept as members of the organisation performed prayers for the deceased.

Of the three, only Loh's remains have been identified.

"The state government wishes to extend its condolences to the family members of the three victims," said Lim at the state-level ceremony to mourn the demise of the MH17 crash victims.

Meanwhile, about 800 pupils and 80 teachers of Sekolah Kebangsaan Seri Permai, Jalan Tengah, here, gathered at the school's open hall in remembrance of former pupil, MH17 stewardess Nur Shazana Mohamed Salleh who also died in the tragedy. The 31-year-old had studied at the school from 1989 to 1995. – Bernama

Bridge collapse: Stop the blame game

GEORGE TOWN: Gerakan wants an independent “no holds barred” probe into the collapse of a uncompleted flyover ramp connecting the in-progress second Penang Bridge in Tun Dr Lim Chong Eu Expressway at Batu Maung last night.

Penang Gerakan secretary Dr Lim Boon Ben also called on all quarters to stop playing the blame game over which authority should be held responsible and accountable for the tragic incident.

“It is imperative to get to the bottom of the root causes that led to the collapse of the ramp, which caused deaths and injuries,” he said in a statement here today

He added that the authorities should also reevaluate the structures of the second bridge proper and the ramps to ensure safety.

Dr Lim said an independent body, preferably with foreign reputable consultants, should conduct both the studies.

He said three levels of government were involved in the construction of the bridge and the ramps.

Firstly, the federal and state governments are responsible for supervision, while local authorities such as public works department (PWD) and Penang Island Municipal Council (MPPP) monitor the construction works.

“Public safety is of paramount importance. Whoever was responsible should take the responsibility,” insisted Dr Lim.

The 30-metre wide flyover ramp structure collapsed at about 7.20pm on yesterday, according to eyewitnesses.

Four people are feared dead but until now there is no official confirmation from the authorities.

Scaffolding gave way

Confirmed however is that three people were injured in the tragic incident. Two of them were an Indonesian worker identified only as Slamat, 36, and an a Myanmar national, Tin Maung Iwin, 39. They were sent to the Penang Hospital for treatment and are in stable condition.

The third person injured was a local woman, Thilasheni Rajendran, 24, who was injured by flying debris while driving through the affected area.

Her car’s side window was shattered by a fallen beam.

The collapsed portion was part of Package 3A of the Second Penang Bridge project.

Jambatan Kedua Sdn Bhd (JKSB) public relations and communications department deputy manager Azizi Azizan has revealed that the incident occurred while concrete pouring works were ongoing.

“It collapsed when the scaffolding supporting the area gave way,” he said, adding that investigation was still going on.

Until now the search and rescue team is yet to dig out any corpse although it is feared several people may have been buried alive under the rubble.

More than the 300 personnel from the Fire and Rescue Department, Civil Defence, St Johns and Red Society, Special Team operation and Response Mechanism (Storm) have been involved in the search and rescue operation.

Was SOP observed?

Meanwhile Malaysian Trade Union Congress (MTUC) has called on the Department of Occupational Safety and Health (DOSH) to investigate the incident.

Penang branch secretary K Veeriah said the union wanted to confirm on whether acceptable safety measures and standard operating procedures (SOP) had been strictly observed in the construction works.

“It is utmost crucial especially in the construction industry for necessary safety measures to be taken seriously.

“We are shocked by recent incidences involving the construction industry,” said Veeriah referring to several industrial accidents in past few months.

An unused flyover near the Selangor Science Park 2 Interchange in Cyberjaya collapsed in March while early this month, a crane collapsed at a construction site in Seri Kembangan, Selangor.

The Sultan Mizan Zainal Abidin stadium in Trengganu collapsed for the second time when a steel structure holding up the roof collapsed and injured five workers in February.

During construction of the first Penang Bridge in the early 80s, some 20 workers were killed, including five workers when a crossbeam collapsed on Oct 20, 1984.

Veeriah said the contractors of the second bridge should have learnt from past industrial incidents and taken extra measures to avert such industrial accidents.

He said contractors should have carried out works during off-peak hours, closed off the particular section of road and diverted traffic using available alternative roads.

“All these measures should have been taken to protect the safety of motorists,” said Veeriah.

The second bridge is being constructed by UEM Builders Sdn Bhd, a subsidiary of the UEM Group Malaysia, as well as China Harbour Engineering Company (CHEC), a subsidiary of the China Construction & Communications Group (CCCG).
