DAP election strategist Ong Kian Ming has discovered some 7,475 red and green identity card holders in the latest electoral rolls.
Ong made his search based on the testimony of Ruslan bin Alias, a former assistant head in the IC division of Sabah and Sarawak at the National Registration Department, who spoke to the royal commission of inquiry into Sabah's migrants problem.
In his testimony, Ruslan stated that 'red' ICs had been allocated old IC numbers ranging from H6000000 to H6040000 while 'green' ICs allocated numbers ranging from H8000000 to H8040000.
“When we investigated the latest Quarter 4 2012 electoral roll, which will be the roll that will most likely be used for the upcoming general election, we found that there were 7029 voters with old IC numbers belonging to the 'Red' IC range and 446 voters with old IC numbers belonging to the 'Green' IC range,” Ong said in a statement.
He said this means 7,475 non-citizens are eligible to vote at the coming polls.
“Not surprisingly, the seats with the highest number and percentage of these 'Red' and 'Green' voters are also the seats with the highest number and percentage of problematic old ICs. In fact, the top three seats for 'Red' and 'Green' voters and for the 'problematic' ICs are the same – namely P188 Silam, P190 Tawau and P191 Kalabakan,” added Ong.
While not dismissing some of these voters could be now Malaysian citizens, Ong said the coincidence that such occurrences happening in the seats with large number of problematic IC will warrant a thorough investigation.
He urged the Election Commission and NRD to investigate the status of the voters, and remove those who are not Malaysians. -HD
